Having huge problems ordering

Ok well after I made a thread asking if you could pay with a visa reloadable card I went out and bought one for 120 dollars. The order got declined and I realized the problem was I didn't register the card online first so the billing addresses didn't match. I look at the account history and basically the order is pending on my visa debit card and since it didn't go through on ar-r , now I have to wait a week before I can get use the money on that card again.
Ok so after that happened I went and bought another Visa reloadable card for 114 dollars. Now I registered this one online and after I went to pay it said my order was declined. Wtf is going on. I don't want my money to freeze up again like last time so I'm asking for help.
