negatives are great for building stabilizer muscles and shocking the muscle fibers therefore allowing a stronger lift.
negatives and isometric holds will increase tendon strength. that is the number 1 use for them. If your tendons don't hold, guess what doesn't hold?
so yes, they build all kinds of strength.
