    Its not as easy as that, You "may" be able to track his IP back to his ISP.
    But, then you would have to get the local authorities to get the ISP to provide details.
    If he was smart , he would be surfing from a anonymous server, so to many variables to track, unless you have the law behind you.

    hes pulling an IP under

    ge-10-2.ipcolo2.frankfurt1.level3.net

    However the top level domain name "level3.net" is being masked by "http://www.markmonitor.com" some type of corporate IT/security company which specializes in this practice.... you could contact them directly with the time and date and bring the illegality to their attention... what they do with that info is up to them... If they are legit.. they will bring it to their clients attention...
