Agreed, I would stick with what ever lift you feel hits your chest the most effective, if decline isn't doing it try DB decline, or just stick to regular bench.
I've had trouble putting mass on my "lower chest" but weighted dips with a weight belt around the back of my head (helps me lean forward, really hits those lower chest fibers)
That and doing standing cable flies, but with a directly downward motion. This will hit the lower chest as well.
