    Is this because stretching causes hypertrophy to occur in the surrounding fascia?

    Possibly.

    If it does, this means pre-exhausting the muscle fibers that are about to be subjected to further hypertrophy during weight training.

    I do this for my biceps, couldn't get the ****ers to grow
