I know this will sound too simple but try drinking more water I guarantee it will solve your problem.

I drink water all day long, but oddly the last month my urine has been bright yellow, typically it's crystal clear. Not sure where the water is going but I do seem to be processing it different.

Just because increased water intake may have helped you, this does not mean that the cure for all shortness of breath is drinking a shitload of water. You are a sample group of 1, and therefore practically useless as a statistic (especially since you have presented no rationale or logic behind your claim).

How does increasing fluid intake cure high E2 or polycemia?
At best, it may mask the problem temporarily.

The problem could also be anxiety related. The symptoms fit, and mild anxiety from testosterone use isn't unheard of.
