    chin-up
    : Preparation

Step up and grasp bar with an overhand wide grip.
    Execution

Pull body up until the chin is above the bar. Lower body until arms and shoulders are fully extended. Repeat.

    pull-up : Preparation

Step up and grasp bar with an wide overhand grip. Step down onto assistance lever or platform.
    Execution

Pull body up until neck reaches the height of the hands. Lower body until arms and shoulders are fully extended. Repeat.

Ive seen both terms used and they describe the same thing.......

Ive even seen chin ups as tambit described as a "rev grip pullup"

    they are pretty much interchangeable.

I generally refer to palms toward you as a chin up and palms out as a pull up.

I've also seen them used interchangeably though.

    From http://www.answers.com/topic/chin-up-2:

Chin-ups are often incorrectly referred to as pull-ups. The term pull-up is traditionally used when the exercise is performed with a pronated grip.

    I hope that helps.
