If I understand your question correctly, you'd base your TDEE on your current weight.

I think the OP was asking whether he should calculate his TDEE based on current bodyweight or his target/goal bodyweight. At least that's how I read it. Obviously, the answer is CURRENT bodyweight.

Calculating using anything other than current body weight will yield inaccurate numbers to work with. Sure if the goal was just to add/lose a few lbs, your example makes sense, but what would be the point? Usually, the goal is more than a few lbs. for most people. With that said, TDEE should be recalculated every so often as body composition changes.
TDEE is based off lean body mass correct? So you figure out your current lean mass (CurrentWeight - BF%) and from there you should have a good idea of where your weight should/could be. Adjusting for desired BF% of course. From there, you can see of that fits your goal or desired weight.
