get into a decent lifting schedule. lean body mass will raise metabolism. Second, cardio and low carbs. Slowly reduce carbs down to 100 or less a day and see how that treats you. Start there, and let us know how you do.
Just watch your diet. If your goal is to cut up then just watch your calorie, carb and fat intake. Also I would throw in a protein shake per day. I am 20 years old now and when I was your age I would try to not eat more than 50 carbs a day. Its tough but it will pay off. Try doing cardio 3 times a week for at least a half hour.
As for your body fat, I would guesstimate it at around 15% - 17%.
