I Figured it OUT!
yep thats right
to make a muscle grow.. neglect it!
i stoped focusing on bi's and work them less and less and they started growing
stopped doing shrugs and after a few back workouts my traps are exploding
maybe if i stop working out all together i will get ginormous!

i think you were overtraining. Thats the only explanation. Nobody grows from just neglecting the body part. A bodypart must be sufficiently stimulated, then given the sufficient time to grow. When your bis and traps were worked more, they were being stimulated, but not given enough time to recover, and grow. So when you backed off, they were able to grow becuase you didnt superimpose the training stress before they had a chance to recover and grow. 12-14 sets may not seem like alot to you, but just cuz it doesn't seem so, doesn't mean it's not. Genetics vary so much over a broad range that for you 12-14 sets might be too much, while unsufficient for others, and since there is no way to magicallly look into your body and see what's going on, or ask god how to train perfectly for your gentics, then you should take what you have seen from your experience that you were perhaps overtraing. Maybe 12-14 sets isnt too much for a workout, but maybe you need more time between workouts. Either way, to stop overtraining, decrease the volume or frequency or both. Thats what i would do.
