How do I?
Make this picture better. In regular form it's very clear. When I shrink it...it gets all blury!!!

what size are you trying to make it?
If you are trying to make it better for your avatar it wont happen, because there is a file size limit added onto the dimension limit, and you cant do much about it.

Got rid of the back drop and livened up the color of the photo... looks good
