I thought to satisfy their clearance requirements they have to solve some of the murders. In Philly they have a way of dealing with that though. They reclassify the crimes. They call a robbery a simple assault and file it deep in to the back of the system. I forget the details there was a big story on it when they didn't realize that they had a serial rapist until he murdered a woman. All his previous rapes were filed away as offensive touching so they didn't have to investigate it.
