I can't blame FEMA for wanting their money back. First of all, their explanations of how people got double the money oftentimes from insurance companies and other fraudulent actions is not only wrong, but illegal. Secondly, I know many of those people blew the money they got from FEMA on new fancy cars, designer purses/shoes/watches/clothing, and other garbage they didn't need rather than necessities. If the stupid dirtbags p*ssed it away on garbage instead of using it to help start over, then I'd be wanting my money back as well.
I live in FL, so I had met a few of the victims of Katrina. I was out eating dinner one night and the table next to me, which was a family of dirtbags, kept rambling about poor them, lost their home and pretty much everything they owned. Sounded like they were trying to get a free meal out of the restaurant, but that's another story. At first I felt sorry, but then when they realized they weren't getting a free meal, they started talking about their FEMA money. Long story short, I had found out the first thing they did was go out and get a new car, and by new I don't mean an affordable reasonable car, they bought a goddamn hummer!!! The father said "I always wanted to know what it was like to drive a hummer, and with that FEMA money, now I got the chance.". At that point, I began talking to them about their rantings cause I wanted to see how ridiculous it really was. Then the lady starting bragging about her "prada" purse she bought, which I don't know the exact cost of but I know they go for well over $200 in most cases. They named off a few other things they bought, most of which was overpriced garbage as the above-mentioned items. This is where I chimed in "so you buy an overpriced gas-guzzling hummer, a purse that costs more than the amount of money you'll probably ever have in it... yet all 3 of your kids are wearing clothes that are just short of tattered rags? did you ever once in your self-motivated shopping spree consider your kids?". Well, at that point, they were all just about finished with their meals, so the father says "I don't have to take this after all we've been through, let's get out of here." and tries to walk out without paying. Oh, the manager that stopped them ripped them a new *ss when I told him the story about those guys and he saw the condition their kids were in...
In conclusion, from my experience, not just from that incident but from several others, most of those dirtbags never had that kind of money in their lives and when they did, they just p*ssed it away on worthless garbage, so they're getting what they deserve.

If someone filed a false claim, did not live in the state or received payment twice. Yes, the insurance company and government has a right to prosecute them and get the funds back.
But if your house was is destroyed in a natural disaster. They have a right to the funds. If they decide to spend the money on beer and women that is their stupidity. The insurance company and the government doesn't have the right to ask for it back. FEMA can't make someone spend the money wisely. Just don't give them more money. I think what this really comes down to is what were the stipulations when that money was given to the people? If there was no contract, no negotiations, and FEMA just basically handed the money out to people filing claims, then FEMA definitely has no right to ask for that money back excluding situations where people defrauded them for money. However, if there were certain stipulations and FEMA found most people to be in violation of those stipulations, then their claim is legitimate.
Personally, I'm not a big fan of FEMA, or any government or federal affiliated businesses for that matter. I personally don't care about FEMA getting their money back, I just think that money was intended for necessities and for those that just p*ssed it away, I think they're getting what they deserve.
