All the resumes and cover letters I have ever done where just from on line templates that walk you through the process, and tell you what to include, and also sometimes what not to include.

Cover letters are really only necessary if there is something unique or specific about the position or your interest in the position that you would like to convey, and they should be different for every firm applied to. Otherwise they always come across as generic. 90% of the time all you need is the res if it is well organized and easy to read. As an example, lets say you heard about a position from someone who ranks high on the totem pole and this person was interested in you and asked you to submit a resume, blah, blah, etc., then this would be a good time to write a cover letter explaining this situation - it literally adds valid importance to your res. Hope this helps.

Cover letter is the first impression that will garner their attention. Having a professional looking Curriculum Vitae is what will make or break you.

Yes, but not if it reads like you filled in the blanks from a form found from a google. A cover letter should describe why you are applying for a position above and beyond that fact you are looking for a job and/or looking to better yourself. If you can't briefly and effectivly do this then you are better off going without one, else you'll just look like every other college noob.

No one reads them so I don't make them.

I heard an interview on the radio of the guy who runs Manpower (the employment agency) and he says don't send 'em. Just send the resume.
That's all I know about that . . .

Then don't follow any fill-in-the-blank forms... write it specific towards that particular place of employment opportunity. You know, do some research about that company and include the strong points as a reason why you are applying. It doesn't have to be wordy either - short and to the point.

whether they're read or not it's better to do them. it shows you've put more thought into it as opposed to settling for less and it shows initiative.

basically, a Cover Letter should be new information not included on your resume that shows specific qualifications or expereince related to teh position.. you want toexpress why you'll be great at teh proposed position.. then they can look at your resume for official experience/training info.
