Kefka is the name of a character from one of the Final Fantasy games. Basically he was a psychopathic megalomaniac.

This person is either someone trolling, who is using this character as a "personality", or this person is deeply misanthropic, and again, is using this character as a renforcement.

Whatever the case, he is clearly very intelligent. I wouldn't be surprised if he is studying/studied medicine or psychology.
