Normal for mL-ish difference in vials

It is from a UGL, and both were capped, is it normal for them do have such a difference? looks like a mL or so, doesn't appear to be used.

Sloppy ugl filling vials by hand.

Those labels look like they were made by a 3rd grader on a printer from 1970.
