You wont even find DIAL UP for 10 dollars a month.
Its 50 dollars for cable or dsl service.
A song in maybe 1-2 minutes based on the person you are downloading from.

You could find a cheap dialup for $10-20 per month. But, be careful with the cheaper ISP's because sometimes they limit your usage. In other words, yes it might cost you 10 dollars per/month, but you might only get 10 hrs of online time per month. Bro I'd go with broadband myself just because dialup is sooo slow!! If you like file sharing, and want fast downloads, broadband is the way to go. Cable/DSL/Wireless, they are all high speed (384Kbps to over 2MB per/sec throughput), just search for the best deal in your area. As for download speed, with kazaa that would depend on a few factors, your connection speed, amount of overall network traffic, and the connection speed of the person sending the data. I'd say about 1-5 mins for mp3's with a broadband connection. Good luck I hope this helps.
