A person's stats tell a lot about whether or not they are ready.

That's part of it, but there is more to the picture. Say they are 25 years old, training for 5 years, 12%bf, 6' tall and 140lbs.
Clearly there are major diet issues to be addressed in this case. I think someone's natural potential should be approached before they are deemed "ready".

well the best way is to
    1) check if your growth plates are closed
    2) get blood work done and make sure everything is okay
    3) post your diet and get it critiqued
    4) post your cycle and get it critiqued
    5) start your cycle

If you are still seeing natural gains, then keep going naturally until you peak. As far as psychologically goes, AAS affects people differently. We just want people to be absolutely sure they know what they are doing, and to not take it lightly.

x rays are the best way to tell, just set up a doctor's appointment and ask him to check to see if your plates are closed, they can also tell by looking at your pattern of growth through the years

no one can tell you definitively you are 'ready'

however if you have ANY doubts you aren't ready and it's not worth it. don't do aas unless you are 100 percent sure that it's what you want to do.
