    time on+ pct = time off......but?

So what about long esters? Time on would include the active life of sust which says up to three weeks??? So 12 week cycle plus two weeks until pct start ( I start this friday)+ pct(plan four weeks) is time off?

Yes, you include that time before PCT while the ester is clearing.

Blood work should be the definitive indicator however.
