Keeping gains before OR after reaching natural limit?

I'm still doing lots of research about gear, but I'm really confused about how to keep gains (I do know about proper PCT, diet, and training)...
And I know that we are supposed to reach our natural limit before using gear.. Below are some stats (its just an example) for my question, so I know if using gear is really worth the shot..

    QUESTION-
    Age: 25
    Height: 5'7"
    Weight: 170lbs
    Natural weight limit: 200lbs

Q1: This person is 170lbs and uses gear to get up to 185lbs, would he still be able to go up to 190lbs and eventually reach his limit of 200lbs with proper diet, pct and training or gear lowers his natural potential?

Q2: This person has reached his natural limit at 200lbs, he just runs one cycle to get to 210lbs but after a year he is back down to 190lbs. Now he also has proper diet, pct and training but instead went below his natural limit after a year, is it possible for gear to affect us this way?
