stats 5'11 252lbs 18-20%

Well I started my cut and cycle over a week and was pleased to see I dropped 5 lbs already. I'm running a 15 weeker of Test E 500mgs/week to help preserve muscle and strength. Heres the problem I weighed myself again and I gained a lb, i was 253. My diet is spot on, I'm always hungry and my diet is very clean, I do 30 mins of cardio 5 times a week and train 4 times a week.

Any idea why im not losing weight rapidly like everyone else?
Could it be water retention from the test?
Can I still lose fat while holding water or will it slow it down?
help!
