insulin spike and refined carbs?

Iv'e been searching the internet for answers to a question and cant seem to find much info at all. Why is it that complex, refined carbs as white bread, rice cakes, etc. are capable of spiking insulin . It is very clear as to why glucose is high glycemic as the sugar is in its simplest form thus it goes straight to the blood stream leading to quick insulin responses but refined carbs are complex and still high glycemic. Complex carbs take longer to digest, so why the insulin spike? It takes longer to digest so there would be a more prolonged and slower release of carbs into the bloodstream so how is it that they are capable of raising blood sugar levels high enough as direct intake of glucose? any answers would be helpful, THANKS!
