From my experience in the military/government you are screwed when it comes to HRT regardless of the probem. I know that the USMC did not offer any injections at all, and neither does the VA. They won't even refer you to a civilian doc.
That was about 9 years ago.

I am in the military, (Army) and I developed Secondary Hypogonadism sometime after I returned from Iraq 5 years ago, and I thought the same way you did about getting kicked out, so I never said anything to the military and went out on my own to get HRT, glad I did, my life got back to normal.
So here I am about to go back to Iraq, You know how it is, you go thru a pretty thorough medical screening, and if there is one thing I know, I did not want to go back to the way things were and barely be able to function where someones life might depend on me being on my toes. It was a risk, either they would help me or kick me out.
I brought up my condition to the case manager during the screening, glad I did, they were very understanding, and knowledgable about it, and I was very suprised. They explained to me that there are soldiers in Iraq right now getting their perscriptions and self administering.
The VA still has its issues, but it has come a long way since the dark ages, and continues to improve. Also The military needs body's right now so they are going to be more apt to treat conditions they might not have been able to or wanted to in the past.
With that, here is the catch, You are 20 Y/O, Very young for HRT and I don't know if that might come into play or not, I know if your numbers show you need it, then you need it.
Just keep this in mind, your condition will not improve on its own, if you indeed have a thyroid issue or hormone issue you will need treatment in some form or another in order to return to a functional way of life and not degrade your well being physicaly and mentally.
So don't become a danger to yourself or others because your to fatigued or foggy brained, especially, in your business.
I sincerely hope this helps, and wish you luck on your treatment
K~
