Do shots take longer to become effective then gels?
I read that it takes 8 weeks to feel the full benefits as it builds up week after week, are gels different in terms of how long they take to be effective?

Mate,
you are comparing apples and oranges.
a "shot" of testosterone can be available almost immediately (base in suspension) or take days (e or c) to spike, or even weeks (nebido) to spike.

General rule of thumb for post BW after starting TRT:
Gel/Cream: 2 weeks
Test Injection: 6 weeks

Yes, if you absorb the gels, they are effective very quickly. The half-life of the gels is very short, but since you are applying every day, your blood levels rise quickly and tend to stay somewhat level.

gels
I am on testim gel for about 6 months. i have had a blood test in the am and at peak 4hrs later. morning levels where at 350 before applying and 600 after hope that helps...

In reality, the full effects of HRT take far longer than months. Its probably measured in years.
Your most dramatic effects would probably come within 3-6 months regardless of gel vs injects.
With gels, your blood level is steady/stable faster. That could get mixed up and confused with a lot of things...

such as?
I've bbeen on for almost three years. Are you referring to the recharacterization of the physique? I have a 64 year old buddy i started on 100mg test c per week, and in 9 weeks, he's lost 25lbs. Yes he goes to the gym, but he's BEEN going to the gym for a few years, and couldn't lose the weight.

I think that if you truly have low t - in my case almost non-existent - the changes can be dramatic within 2 months.

There are some charts/tables with the timeline of changes. But in 3 to 6 months you should notice some real mental/mood improvements. Probably libido and sexual function as well for most men.
Physique changes (fat loss and muscle increase) tend to peak within 2 years.
Beyond that are definite real changes as well though such as bone mass improvement, and probably the cognitive improvements continue for years. This is harder to measure of course but its not hard to reason.

I bet!
And its also important to put weight into how much time someone has been on the right protocol. I might have been on androgel and testim for over half a year, but I had piss poor medical doctors taking "care" of me. Total waste of time really, and needless.
