first things first, you need to see specialist to see whats causing your low T before starting any supplements or treatments.

no, your overweight could be due to your hormones being off, and it could be not eating clean. i am not a doctor, and i am sure none of us here are, we can only give you advice of what you need to look into, we can't tell you what to do. but for now educate yourself so you can take some knowledge with you when you see your doc.

take vit d3 5000iu daily, Zinc, magnesium as these tend to be a common deficiency for most people. review your diet, cut out carbs where possible. Once you get your diet and replace your deficiencies sorted- review with more bloodwork.
See if you have an improvement- id be resisting the urge to get on trt until 40ish. If no good, then consider trt. But do try to find out the cause of your issues first. some investigation should be warranted by your Dr

I guess it wouldn't hurt to try supplements, but from what I have seen numbers like that would be difficult.

I am in a very similar situation, supplements dont help to feel the difference. At least not for me, and supplements arent cheap, invest your time and money in best clinic you can find if your doc will only want to put you on TRT without properly looking in to your problems. There are endless reasons why and what is wrong, only a proper doctror will tell you where to begin with. Good luck

I have a couple of questions if you don't mind. From my perspective, you're still a young guy and definitely agree with what was stated about holding off on TRT for a while.
So just before you started working out @ 22, what was your physique like then, as compared to now - that is how has your body responded in the past ten years to your work- outs, both from fat loss/gain & muscular gain?
Are you perhaps more of an endomorph that tends to gain/retain fat more easily?
Lastly, during this past ten years, how consistent have your workouts been, are you adding cardio & has your diet been relatively clean?
I ask just to clarify before a finger can be exclusively pointed at being hormonal.

actually before ı started to lifting, ı think that ı was ectomorph because ı have very thin bone structure very small hands and feets, ı was around 160lbs , have used roccutanne drug for my acnes and got around 15lbs that was the point which ı started to lifting, after 1 year of home gym training , ı got around 10lbs more and put lots of muscles. I can easily say that ı was one of the best natural lifter in my hood as pyshics and strenght. In the past ten years my bodyfat stay same because ı have never done any cardio until this year and never done cutting.I can easily gain weights and lose weight , it is still not a problem for me to put muscle and lose fat, after saw my blood work , ı started to think that how ı put all muscles with that hormone level.? Actually ı was around 220 lbs in this january , the first time in my life ı did 3 months cardio and lost around 20 pounds easily, will continue to do cardio until ı reach 175lbs.My strenght is also okey, ı do 265lbs x 6 reps bench press , 440lbs x 1 reps deadlift , 130lb barbell curl x 6 reps, 220lbs x 8 reps close grip bench press but ı dont understand how ı am doing these weights with that shitty hormone levels?
ı cant say ı always tried to eat clean because of my financial problems but ı work out at least 3-4 days in a week.
anyway , ı will try to get an appointment from endo doc in monday.

Just gotta say, I sure wish I had your problems at your age. What I mean is that your body appears to respond very well to exercise.
When you eventually do add test, you'll likely be very happy. I'm definitely a rookie with labs, but your numbers don't look that bad (but again, I am a novice) and considering how you can add muscle & lose weight, I think it's a little too soon in my humble opinion.
