Gooch/Taint Cramping....?
For the past couple months I've experienced this weird infrequent cramping feeling in the area below my nuts and under my anus (key location I know). I'm not 100%, but I believe it's called the perenuim. I've predominantly experienced it after heavy lying hamstring curls, and it's only ever happened before when going to the restroom taking a stubborn piss while dehydrated.
I know no longer feel like just ignoring it happens.
It's similar to a bad charlie horse or muscle cramp. It locks, feels like it's twisting and usually lasts about 10-15 seconds or so, once I had to jump around to try and shake it out. It sucks when it happens and makes me dread doing hamstring curls. It never happens doing anything else not even leg press or dead lifts. I can also sense right before its about to happen and prevent it for the most part. When I felt the area during one of the joy rides, it was tight, like full blown flexed and then it goes away.
I hope its not a hernia or my prostate is going to blow up, my doctor said there was nothing wrong with the boys like four months ago and I had gotten one these cramps a week before.
FYI, I'm not pissing extremely frequently, or incompletely, or struggling to do so.

Sounds like your prostate constricting?!. Are you taking anything for your prostate(I've had the same thing happen - usually while either straining or when I was sick I vomited and it locked up like your saying!
Very short periods of time, too! No more than 10-15s like you've mentioned... Very uncomfortable...

I did notice when I happens its because my waist isn't pressed against like its supposed to be while doing the lying curls. My body's shape doesn't exactly mold to the contour of the machine anymore.
First time it was ever happened was doing lying hamstring curls, and then it showed up randomly when urinating and doing lying hamstring curls. I would think it would happen when using the bathroom first and then show up when I lift, but no it was born in the gym and followed me to the bathroom.
