Right now.. i think due to the size of your waist in comparison with the rest og your body..you need:

Cardio
and a good lower-body plan of attack.

A routine that focuses around Leg day (assigning rest days and such around leg day) would be of asset to u..BOTH in terms of improving body composition AND upping your metabolic rate
