It's called condensation.

then why do people collect other chemicals when this happens and what about the heavy materials people catch like plastic and metals

dunno zabby... You'd have to take each incident on a case by case basis. Could be mining in the area, could be an arid climate, could be any number of reasons. That's not to say that they don't "seed" clouds for rain and such, but I think the over-arching theme of this being a conspiracy theory to control populations, mind control, etc. is far fetched.

Wow, talk about conspiracy theory... OMG is there NO end to this stuff? LOL Im sure it's the same people who took out the twin towers. You see the vapor trail from most all jet liners depending on the weather, clouds, condensation they are going through. Are they some contaminants? Probably and mostly jet fuel, kerosene. Do some government AC use some type of chemical, paper, aluminum for radar protection? maybe but I dont think it's used for weather control or to purposely contaminate our drinking water and stop us from eating organic foods. lol
When we get away from fossil fuels and the aliens come to earth to help us cure all illness and show us how to increase our crops 100x to eliminate starvation there will be those who condemn them say they are only here to use us as livestock/food. How to serve man (the cookbook) hehehe

The survival of the human race is at stake because of some jet stream trails? Are you KIDDING ME?!
Did you know that every second, for every 3 people that die, 5 people are being born, effectively giving the human population a net gain of 2 people being added to it, EVERY SINGLE SECOND.
We have approximately 6.7 billion people on the planet currently. By 2030 there will be around 8 billion, by 2050 there will be between 9-12 billion people. 2030 is being hailed as "The Perfect Storm" is so far as, by then the population will be too big and there will be too little food and resources to go around, not to mention where people are going to live and of course, climate change.
If the governments are trying to reduce the population, i'd say they are not doing a very good job, wouldn't you?
