    why is this allowed?

    Why is the site (center page below AR-R ) allowed to advertise with all the rules in effect regarding sources and other implications? Is this a sponsor who is allowed to advertise? This is my newbie question so let me know if I'm out of my element here.

    they pay to advertise here and therfor they get a banner
    source checks- 200 posts and 6 month membership min. entirely within my discretion
