Diet + Cardio is the best way to attack fat on your entire body and get down to an acceptable fat %.

I've heard of people trying this with an anti-estrogen, but you are in essence robbing Peter to pay Paul since some of those compounds you mentioned negatively impact your lipid profile.

Higher bf in general doesn't necessarily mean higher estrogen for everyone, but you won't see anyone under 10% that has high estrogen.
