Pretty obvious to me that your diet is not "down", otherwise you would gain weight.

everyone in my family is small my dad my mom, but not my bro he is jacked 5,9 190 lbs he only got this way by turning to Superdrol when he was 18 (my age now) so i have been thinkning of it, but im sure a nice base wouldnt be bad to start with and i would rather do it the natty way so if you have any advice to up the diet or anything let me know. thanks guys.

your definately doing the right thing by staying natty and gaining a base...You should check out the bulking sticky at the top of this forum...model your diet after that...then you can bring your rough draft back with your edits and we can help you finalize it

You need to eat, eat, eat your ass off. Even when you aren't hungry. Don't just eat anything, but just eat more of what you already have. Also, with your stats, your genetics play a huge roll in how big your body will let you get. Your body naturally wants to maintain homeostasis. You weren't meant to be 190 lbs. so getting there is gonna be next to impossible.
Also, you are probably over-trainning. I bet you keep pushing yourself harder and harder because you don't see any gains. Remember Rest=Growth. post your workout routine and we will be able to tell.

Good advice. People often forget the most anabolic substance out there is food. Not drugs, not anything else.

Nah, you cant have too many shakes. Haha. Make sure you are keeping calories and carbs high. Cut back on training frequency and stick to free weights.
