bigger lower/inside chest?
what movements would help my lower and inside chest. i have a big upper but very small lower and my chest doesnt connect all the way any suggestions?
more dips? low cable crossovers? full extension on bench?(lockout)

Address your bench for to start. Without seeing a video, it sounds like you are using your shoulders a lot in the lift. SOme tips.
Drop the weight and focus on really using your chest to press the weight.
Tuck your elbows and bring the bar lower.
Ensure you back is tight and shoulders are down.
Drop the inclines for a while and db presses too as these heavily rely on shoulders/upper chest. Dips will be a good option but focus on pushing your chest foward and keeping the shoulders back.

the thing is i have good form...down to the chest. back to the seat. feet flat and head down. i have a good bench trust me(225 for 12-13reps) but my chest doesnt look like it should.
and i never do incline BB always use DB

Im not saying your bench press form is poor, it simply is poor for the results you are after. Doing the same thing and expecting different results is plain stupid.
Like I said, drop the weight and foucs on pressing with your lower chest. Widen your grip up as well. A small arch will also help utilise your lower chest better.

You'll need to do a slight decline barbell press.

decline flys, you can do it with cable if you prefer with the bench and the cable crossovers.
