Collarbone Area Muscle
Ok I see people running around with their collarbone surrounded by meat but I cant see to add pure muscle up there it's wierd I do incline, shoulder presses and shit but most of the muscle that I gain accumulates at my mid/lower chest/shoulders is there some specific exercises that target collarbone muscle? Later

No, he doesn't. He is clearly referring to the upper part of pectarolis major, read his post again.
OP: Some people are genetically inclined to have less muscle fibers in the upper part of their pectarolis major muscle group. Even some pros have had a hard time building a solid upper chest throughout their careers (Phil Heath, for instance).
You have to work with what you have. This being said, start your chest workout routine with incline presses and play with the angle of the bench as time passes by. Building a solid anterior deltoid also brings out a rather full look of the upper-pectoral muscle.

Incline cable flies?
I noticed good growth in my pecs when I pre-exhaust them with flies then go into bench workout.

High upper inclines work the best at building the upper pectoral

I like to start my chest day off with incline db..I go heavy and squeeze hard at the top.
