on your non training days i would do PC the first two or three meals then PF the rest. If you are not training your body wont need the carbs later in the day so they may not be burned off quite as much then if you kept them to the early morning and afternoon meals.

Hey there fellow South African! We are a rare breed here
About the diet, it will be diffult to tell without more details on your stats, as well as your current diet (so we can see what changes you are proposing). But with limited info here goes:
meal 1. 1 cup oats 12egg whites
LOOKS GOOD
meal2. 1can tuna 10ml flax seed oil
I WOULD INCREASE BOTH. I CAN IS ONLY AROUND 30G PROTEIN AND I WOULD SAY MAKE IT AT LEAST 15G FLAX OIL FOR A GOOD P/F MEAL. ALSO GET IN SOME FIBROUS VEGES FOR NUTRIENTS
meal3. 7oz steak 5ml olive oil
DEPENDING ON THE CUT OF STEAK, YOU MAY WANT TO OMIT THE OIL OR ADD MORE OIL, SO THAT IT COMES TO A DECENT P/F MEAL. ONCE AGAIN SOME FIBROUS VEG WOULD DO NICELY.
train 1-2 hours
pwo dextrose 80 whey 40
GOOD
meal 5 7oz chicken half cup brain rice l.an about 1cup chop carrots.
I WOULD PERSONALLY DITCH THE CARROTS AND GO FOR AT LEAST A CUP OF BROWN RICE. HAVE SOME BROC/CAULIFLOWER/SALAD IF YOU WANT SOME VEG.
meal6 7oz chicken 10ml flax seed bowl of lettice
MAKE IT 15ML FLAX OIL AND YOU ARE GOOD TO GO. 10ML FLAX SEED IS VIRTUALLY NOTHING !
Is meal 6 prebed? If not, I would suggest adding a small P/F meal prebed like protein and flax, cottage and PB etc.

You will benift greatly from another protein shake implementing into your diet. I'd also cut the carrots out, replace them with green veggies...brocli,spinach, or peppars...

I would up the cardio to 45 minutes and maybe add a shake if you feel like it. The carrots should be dropped for broccoli and spinach. Same with the lettuce, there are better choices for vitamins and minerals. I would go for 2 more servings of vegies too, or take a fiber supplement unless its before a show or something. For example, meal 3 I would add some frozen peppers and onions mix and make a stir fry with some hot sauce. At first I thought it said a half cup of brains.

I'm also wondering why he would benefit from adding another shake???
if you are already getting the protein from real meals, why in the world would you want whey instead? The only time i would agree with a shake instead of real food would be PWO.
