The IP address has the format xxx.xxx.xxx.xxx and only the last three digits may change if you are using the same ISP (same Inet subscription). So it is not really hard to figure out if it is the same person.

I have dial up at the store. It would cost close to $200 a month to get it wired at the store plus quote " a hell of alot money to bring in the connection" Dang "commercial" rates ( another word for getting screwed) Dial up is only $12 amonth here, slow but it is what it is.
