internet has become so slow

howdy, not only has my internet connection become quite slow, although since restarting its got faster.
but occassionaly i refresh a page or something and i get the, this page cannot be displayed. so i disconnect the internet and redial, then i get told my ip address has changed, this has happened atleast 5 times in the last few days.
whats going on
