    What To Do

So, I was outside the other day, doing yard work.
And the neighbors dog from a few houses down came wondering up. Its no big deal, the dog has never caused any trouble and all us neighbors get along pretty good. But the guy has a shock collar on it. Now, I never thought anything of it. He just gives it a little zap and it runs home, or so I thought.
Well anyways, I pet the dog a few times, and I hear this zap, the collar shocking the dog, and it starts crying, shaking, and jumps up in my lap, with its tail between its legs.
I mean, this dog was genuinely hurt and/or scared. Then it shocked again, so I just set him down and tell him to run along, and he ran home.
But I feel like I should say something to the owner. I love dogs and hate seeing them in any kind of pain, but is it my place to say something? What would you do?

He is using you to train his dog..

It's called aversion training, although not everyone agrees with it, it is very effective..

He is teaching the dog that if you or anyone else he goes up to there will be pain, it's a "correction"

some people just dont' have the intellect to teach without pain..

Tough to approach this one. I feel exactly the same way you do. It would be hard for me to approach the dogs owner w/o telling him off, which would accomplish nothing. All you can really do is calmly explain your opinion to him, maybe offer him some better techniques for controlling his dog, and the try not to let it bother you if he ignors you.

Give it a little longer and the dog will b trained and the collar will be removed. If not then approach him then.

I have used a shock collar on different labs to help train them flushing(i.e upland bird hunting). The shock collar should come in different settings. It should not actually cause pain but be in attention getting. You look for signs such as the dog moving a paw putting its ears back, the purpose is not to actually "zap" the dog. Also the owner should be teaching them to stay exactly in the yard not wondering then giving a zap. Just my two cents anyway.

at my old house we had an electric fence around the outside of our property and also up to the top floor of our house, one time when i was like 4 i took the collar off our dog and put it on my babysitter (whom i didn't like) when she was walking up the stairs. that was funny.

but our fence wasn't strong at all. i tried it on myself once and it was fine. i'd imagine this is a little stronger, but i doubt the dog is actually HURT. probably just surprised or scared because they don't know the source of it. my dogs have done some crazy things that you think would really hurt and they just run away like its all good

They can be used as a last resort, but training most dogs w/o pain is very easy. Dogs respond to a calm but firm demeanor. The mistake most people make is the get excited and agrivated and the dog responds by being excited and agrivated.

My dog walks around a crowded city off leash and she stays right by my side. I leave her outside stores when I go in and she stays right where I tell her to. I accomplished this with love and understanding, and I have never ever even slightly hurt her. I think shock collars are mostly a lazy way out for owners who won't put the time in or are incapable of maintaining the calm demeanor necessary to train a dog.

I am in no way trying to say that you are a bad owner. I don't know the dogs that you used shock collars with and it might have been necessary. Just a general opinion about the devices. And I absulutely agree that you can't treat a dog like a human.

Is your neighbor calling for the dog before he uses the collar for correction?
If he's not, then there IS a problem.
If he is calling and the dog is not coming then that is what the collar is for.
Also the collar works only as good as the contact it makes on the neck; with that said if your neighbor had it one notch tighter than normal and used the same "shock" setting that he normally does there would be a big difference in what the dog feels.
alot of people don't put the collar on tight enough and have to use a higher setting on the remote to get anything, then one day the dog has grown or the collar is tighter and...ouch.
