    He has passports issued during childhood from both the UK and USA. It is my understanding that that indicates he is a dual citizen and grants him full citizenship rights in the UK.

    I'm not 100% certain about in other countries, but in Canada you cannot be issued a passport unless you are a citizen. As far as my understanding goes, it is the same pretty much everywhere. If he has UK passports, I would assume that he has citizenship and should just have to apply there for a new passport.

    I agree; it certainly sounds like he was born before they changed the law in 1983, otherwise he would not have been issued the UK passport.
