    Stats? (Age, height, weight, bf%)

What does your training split look like?

What does your diet look like? Please list all meals and include macros (protein/carbs/fat) and calories.

Yes, join a gym it's the only way you will progress.

Post your diet and goals in out nutrition forum too.

You don't look 190 and you look over 16% but it may just be because you are lying down in mid air.

chest is a funny muscle group. how quickly your chest responds to stimulus depends on a number of things, not all of which you can control. Some people respond quickly, others not so quick. You may be in the latter group.

How long have you been hitting the weights this time?

At a minimum, you should probably include some flies with your routines which will help improve the separation between the pecs.

so what exactly do you do for each of your routines?

Bmi calculators are only useful for folk who don't train, take no notice of them, they don't take into account increased muscle tissue. I know I'm close to 12% but my bimbos is closer to 20.
