Firstly, listen to what these guys are saying. You are asking for advice then just disregarding it because it's not what you want to hear. But serious I know women with more mass than you, up the calories and train like a beast and see where that gets you.
Secondly, 196lbs? Are you kidding me? Fully clothed and soaking wet you'd struggle to hit 170lbs - unless you are close to 6'
