is it possible to lean down and maintain or gain strength at the same time?

I always lose strength when i cut. When I was overweight I lost weight and got stronger but now if I cut I always lose a little bit from dropping the weight. I mean when im like 260 I can throw up 405 on the bench pretty easy but like right now im about 228 and i would be lucky to do 330.

You can limit losses yes.
A lot of the time you will see major losses in strength because you were too aggressive in the cut. Slower usually has a better shot of maintaining strength levels.
Cutting for extremely long periods of time without a break also can toss a fun amount of strength plummet.
You can expect some, but you can damn sure try to limit it as much as possible
