I would say you should only count active carbs. Subtract the grams of fiber from the total amount of carbs.
ex: 1 medium head of iceberg lettuce has 11 grams of carbs and 7.5 grams of fiber. Therefore, 11 - 7.5 = 3.5 grams of active carbs

Get yourself some keto test strips and check to make sure you are in ketosis occasionally. If you aren't you will need to cut back on all the carbs, it's easier to monitor yourself that way.
One today is worth two tomorrows.

Fibre has zero calories - it's indigestible. This isn't to say vegetable are 100% fibre though, as Outshined shows.
