Trying to lose fat and bulk at the same time is an oxymoron. I dont know why you would even have bulk in your vocabulary sitting at 20%.
What is your cardio like?

If you're 5'7" at 205lbs and 20% bf, you are bulked. Now you need to cut. Cardio, cardio, cardio. What kind of protein are you taking before bed?

I would suggest bumping this to at least 45 minutes @ 7 sessions a week. Why anyone would want to do cardio in a garbage bag or any kind of plastic is beyond my scope of comprehension unless you are having to make weight for an event in the next 24 hours.
If you can explain its purpose to me and how it is aiding in fat loss I am willing to change my opinion.

Cardio on an empty stomach 45 minutes to an HR 6 times a week.
You have too much dairy in your diet. DROP THEM ALL. No milk, No cottage cheese,
BREAKFEST
6 eggs (1 whole)
1cup oatmeal
1cup of blueberry
**This is good, eat that fruit every other day so your liver glycogen is filled which will keep you out of starvation mode and will not affect your T3 levels**
SNACK 1
protein shake (i got isoflex low carb)
low fat yogourt
**Take ou the Yogurt, Too much Sugar** Just do 2 scoops of isoflex instead.
MEAL 1
3/4 brown rice
8oz chiken
1cup vegetable
**This is a fine meal as long as it is around your work out, Prefferably Before**
SNACK 2
protein shake
**Replace this shake if it is not Postworkout with either Turkey or tuna, or chicken**
MEAL 2
5oz baked potatoe (white potatoe)
8 oz either chiken breast or lean steak
**Get rid of the Baked Potato, No use in a cutting Diet, If you are serious about your diet then eat only veggetables at this time, if not then do a sweet Potato**
BEDTIME
1/2 cup cottage cheese
protein with skim milk
**Personally Cottage cheese blats me and I look horrible when I eat it, I would go for a casein shake instead, or a whey shake with some a spoon of Natty Peanut Butter**

I don't know if you can stick with what you're doing, b/c I don't know your routine.
But, yes, you can still lift heavy and cut (I think that was your question).
Cutting will come primarily from diet and cardio.
