I say closer to 17 as well, 15 is where you start to get a visible outline to your abs.
As for gaining 30lb and decreasing BF%, unless that's a very long term goal it's quite unrealistic, in the first year generally the potential for growth is around 20lb with good training and diet. So about half of the gains you made are fat. The next year, the potential for growth halves, and if you train smart and eat well you could gain another 10-12lb muscle.

I say 15-18%, you are doing well for your first year. This is when it starts to get more difficult, gains are slower and harder to get, diet becomes more important, and training techniques have more impact on gains. If you want 30lbs of muscle, spend the next 3 years consistently getting better with your diet and training and be truly dedicated to this lifestyle, this will get you close to your goals. Stick around and do as much research and learning as you can, this is a very helpful tool in your quest for gains.

I don't see any striation, but I do see a good beginning body sculpture. I put you somewhere above 15 but below 20%. closer to the low end of that range. the abs is not always a good litmus test, as it assumes everyone has the same subQ bodyfat configuration, when in fact that is false. not everyone's abs become visible at the same bf%.
If you are a first year student, then I'd say you've done a great job so far.
Since you are becoming proficient at the gym, the next step is becoming just as proficient in the kitchen.
