IMO, not enough information to make a proper determination of fault. Looks pretty excessive to me, though.

My experence with the police.I yes sir them to death.Even when I am Laying across the hood and getting the cuffs put on.I give them no reason to get out of line.I let them know right away.They are the BOSS.
