Define "better". For me I like HIIT better because I don't have to spend 45 minutes to burn the same calories I can kill in 20 minutes of intense cardio. This last summer the HIIT I did was just running. I'd sprint 30 seconds rest 1 minute. Repeat 15 times.
When I go back to cutting I'm going to use the same principle but totally different exercise. Burpies for 30 seconds, minute rest repeat 20 times.
Really HIIT can be any exercise. Jump rope :30 on :60 off. Sprint :30 on :60 off. Do what ever you feel you can really kill and keep with it.

Long story short. HIIT and longer-moderate intensity cardio balance out in the end.

HIIT:
1. Should not be done on an empty stomach.
2. Is known to be better for fat loss due to its allowance of increase in metabolism throughout the entire day.
3. IMHO, should not be done for over 30 minutes.
4. When finished with session, you should be completely fried. It does take a lot out of you.
Low Intensity Cardio
1. Is best done in the morning on an empty stomach.
2. In order to be done properly, heart rate must be in the fat burning zone.
3. Should be done for at least 45 minutes. More is better.
If both are incorporated weekly, it can be very beneficial for fat loss.
