Went to the doc yesterday and it was 138/92. Checked it again 138/86. Came home and checked on my home monitor and it was 151/90.

I think my home monitor is off. I would imagine Kaiser has theirs calibrated.

I had what i thought was a good omron digital bp monitor that had me consistently 15-20 pts higher than the manual cuff at the dr. Turns out mine wasn't calibrated correctly, it was consistent but inaccurate.

Often the case. Consumer BPs can be off by 20 points or more. As I've mentioned many times, the wrist cuff devices are the worst. For accurate measurements, the inflatable cuff should be as close to the heart as possible (axillary cuff). I still prefer my good old analogue sphygmomanometer and stethoscope for accurately measuring BP and my sphygmomanometer is calibrated annually.
