I would get my money back and still pay him a visit.
It's the principal of what he tried to do to you and he should be delt with accordingly especially after writing you back those emails.

you can track him
send me the originating ip from headers of his email i will give you his isp and from there its not as hard to find him as you would think local isp's have take a dim view of internet fraud and at very least you can have his local internet service turned off. Fraud violates any Internet Service Provider's acceptable use policy. And I have shut down many of these connections for spam and scams. At very best you can hand him the ass whipping he deserves.
