Long seen as a region where literacy had spread to all sections of the population, Europe faces a situation where literacy needs are changing and where some people are excluded from work and social opportunities through lack of literacy.
In the city of Cartagena in the Murcia region of Southern Spain there are socially and culturally deprived areas where educational opportunity has passed many adults by. The Carmen Conde Adult Education Association has developed since 1973 as a place which offers new life chances to these adults through literacy, basic education, cultural activities and vocational training.
The Association deliberately located its activities in the deprived areas of Cartagena and focused on providing opportunities for groups for whom schooling was either inaccessible or unproductive:
° those who did not acquire basic education certificates – these are mostly manual workers, long-term unemployed and young women.
° young people who failed at school, and who have rejected the schooling system.
° ethnic minorities who mostly need oral and written Spanish for access to other educational opportunities, such as university.
Facilitating access to employment for such groups is a key aim, with a priority on building essential literacy skills. The Association assists young people to obtain work through training programmes, vocational guidance and job-search techniques.
The Association puts special emphasis on building relational values, recognising that interpersonal communication is a key element in self-development. Building on some of Paulo Freire’s concepts and techniques, the adult education process promotes social participation and involvement, seeking opportunities to develop cooperation and solidarity as a way of transforming the world.
The Murcia region has one of the biggest immigrant populations in Spain, mostly from North Africa, with some from Eastern Europe and Latin America. In addition there is a Romany population in the area. Not only does this multicultural environment define some of the learning needs, it is in itself an aspect of learning which the Association gives importance to.
Courses in literacy provide the basis for further educational opportunity. The Association offers the basic educational certificate, and then offers courses to build on that. These include: driving licence programme, access to university for those over 25, drug dependency, ecology and environment, integral health. These contribute to the principal aim of offering students the means to enter working life or to improve their professional training in their jobs.
The Carmen Conde Association has strong local roots in Cartagena, and these have been the basis for engaging in wider contacts, regionally, nationally and internationally. The Association organises regional summer schools to reflect on plans for adult education in the region. It participates in the managing council of the National Federation of Adult Education Groups (FAEA) which promotes exchange and facilitates improvement in adult education in Spain. Internationally, the Association has participated in a European Union project with the UK and France, as well as maintaining links with the European Adult Education Association.
