    Police launch two-week weapons surrender in England and Wales

    People in England and Wales have two weeks to hand in guns, other weapons and ammunition to police stations without being punished for possession.

    The National Ballistics Intelligence Service (Nabis), which is co-ordinating the surrender, says many firearms are held in ignorance of their illegality.

    Anyone handing in weapons will not automatically be charged, but will be if they are later connected to a crime.

    Police say the surrender is aimed at the "full spectrum" of society.

    Helen McMillan, National Police Chiefs' Council firearms lead, said: "You don't have to give your name or address, we just want more guns out of harm's way."




    Reality Check: Is crime up or down?

    BB-guns, air weapons, rifles, shotguns or pistols are among the weapons police say should be handed in by the 26 November cut-off.

    Police think some people come across weapons when clearing the houses of relatives and may not know what to do with them.

    'Save a life'

    Ms McMillan said: "It could be a trophy of war, it could be a starting pistol - please contact us on 101 and arrange to hand it in to your nearest police station."

    She added: "Each firearm we retrieve has the potential to save a life so do the right thing and surrender your weapon."

    After the last gun surrender in England and Wales in 2014, more than 6,000 weapons were handed in.

    Detective Chief Superintendent Jo Chilton, head of Nabis, said: "Surrendering unwanted or illegal firearms avoids the risk of them becoming involved in crime."

    Four killed in northern California shooting rampage

    Four people are dead after a gunman opened fire in northern California at several locations, including an elementary school, police have said.

    The shooting began at a home in the rural community of Rancho Tehama, about 120 miles (195km) from Sacramento, on Tuesday morning.

    Police say the gunman was shot dead by police after four people were killed and 10 others injured in the rampage.

    Officials believe the shootings started as a "domestic violence incident".

    Tehama County Assistant Sheriff Phil Johnston told the Associated Press news agency that the gunman tried to enter the Rancho Tehama Elementary School with the intention to shoot more children, but was stopped once staff initiated a lockdown.




    School officials heard shots being fired and immediately locked the school down, Mr Johnston said. He added that the decision saved children's lives.

    "The shooter literally took his vehicle and rammed their fence and gate, entered the grounds on foot with a semiautomatic rifle," Mr Johnston told US media.

    A motive is still unclear, but police said the assailant had been involved in a domestic violence incident a day earlier.

    The gunman, who has yet to be identified, appeared to be "randomly picking targets", Mr Johnston told the Los Angeles Times newspaper.

    A student at the elementary school was shot and another child was hit in a truck along a road, Mr Johnston said. A woman driving the truck was also struck and all three were being treated for injuries, he said.

    One of the four victims was a neighbour the gunman was accused of assaulting in January, the AP reported.

    Mr Johnston said the neighbour, a woman, had a restraining order against the gunman.

    A semi-automatic rifle and two handguns were recovered from one of the crime scenes, police said.

    The Redding Record Searchlight newspaper spoke to a man who said he was a neighbour of the unidentified gunman.

    Brian Flint said his neighbour "has been shooting a lot of bullets lately, hundreds of rounds, large magazines".

    "We made it aware [to police] that this guy is crazy and he's been threatening us," he told the newspaper.

    California Governor Jerry Brown issued a statement saying he and his wife were "saddened to hear about today's violence in Tehama County.

    "We offer our condolences to the families who lost loved ones and unite with all Californians in grief."
